Competitive Capacity Index of 63 provinces: Long An surprisingly jumps 8 spots to become the runner-up, surpassing Hai Phong
The Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) in Vietnam have recently released the Provincial Competitiveness Index 2023 (PCI 2023) report, in which Quang Ninh continues to lead the rankings for the 7th consecutive year. However, compared to PCI 2022, the Top 10 rankings have seen many unexpected changes.
The Provincial Competitiveness Index (PCI) is an index that evaluates and ranks the governance quality of provinces and cities in Vietnam in terms of economic management quality and creating a favorable business environment for the development of private enterprises.
According to PCI 2023, with a comprehensive PCI score of 71.25 points, Quang Ninh continues to top the PCI rankings in 2023 for the 7th consecutive year. In 2023, this locality made significant strides in reducing administrative burdens on enterprises, with the Time Cost Component (TCC) reaching 8.54 points, the highest in the country. Alongside, Quang Ninh continues to effectively implement business support programs, with the Enterprise Support Component (ESC) scoring 7.72 points, ranking second nationwide. Additionally, Quang Ninh ranks third nationally in efforts to reduce informal costs for businesses.
In this year's PCI, Long An is perhaps the most notable name in the provincial competitiveness index rankings. Accordingly, Long An has made significant progress in scores, increasing by 2.49 points, jumping 8 spots compared to 2022. As a result, the province secures the runner-up position in the PCI 2023 rankings with 70.94 points. The report highlights that businesses highly appreciate Long An in aspects such as reducing informal costs for businesses (ranking 2nd out of 62); the quality and efficiency of administrative procedure reforms (ranking 4th out of 63); and the dynamism and pioneering spirit of the government machinery (ranking 4th out of 63).
The following positions in the Top 5 of the PCI 2023 rankings are Hai Phong (70.34 points), Bac Giang (69.75 points), and Dong Thap (69.66 points). Accordingly, Hai Phong continues its 3-year streak in the Top 5 PCI since 2021. Meanwhile, Bac Giang marks its 2nd appearance in the Top 5 since 2022. Dong Thap province continues its 16-year streak in the Top 5 PCI nationwide from 2008 to date.
Furthermore, it's worth mentioning some new names appearing in the Top 10 of this year's PCI rankings including Ben Tre (69.20 points), Hau Giang (69.17 points), and Phu Tho (69.10 points). According to the evaluation report, Ben Tre is the locality that has undergone significant changes from the Top 20 in PCI 2022 to the Top 10 of PCI 2023, marking a continuous improvement in rankings since 2017.
Alongside Ben Tre, Phu Tho province enters the Top 10 for the first time among the provinces and cities with the best economic governance quality in the country. Specifically, this locality is highly appreciated by businesses for the quality of labor training
